In a large pot, combine the milk, boiled water, dry pasta, butter, salt, black pepper, and garlic powder.

Bring the mixture to a boil over medium-high heat, stirring frequently to prevent the pasta from sticking.

Once boiling, reduce the heat to a simmer and cook uncovered for 10-15 minutes, Continue to stir often to ensure the pasta cooks evenly.
